The RH bill offers a comprehensive package of reproductive health measures including, but not limited, to artificial methods of contraception. It does not compel anyone into availing of these. Nobody is proposing to go door-to-door to poke diaphragms into women of reproductive age or perform vasectomies on Catholic priests.
