A book on military corruption & civilian neglect

MANILA, Philippines—Can the military truly rid itself of corruption? What can civilian institutions do to help make this possible?

The Enemy Within: An Inside Story on Military Corruption attempts to understand the various factors that bring about corruption in the military—the culture that pervades among men in uniform, the military’s abuse of heavily-funded projects, weak civilian control and oversight, and the government’s antiquated disbursement and auditing rules.

Published by Newsbreak, the book looks at military corruption in relation to the failure of civilian and military leadership.

Written by journalists Glenda M. Gloria, Aries Rufo and Gemma Bagayaua-Mendoza, the book will be launched this Wednesday, Oct. 5, 2011, at 3.30 pm, Magellan Room, 41st floor, Discovery Suites, Ortigas Center.

A forum on military reform will be held during the launch, moderated by journalist Maria A. Ressa. Panelists include Cavite Rep. Joseph Emilio Abaya (chair of the House committee on appropriations); Budget Secretary Florencio Abad Jr.; former Sen. Orlando Mercado; and AFP chief of staff Gen. Eduardo Oban

The book’s four chapters tackle the various facets of military corruption.

In the Name of War traces the roots of conversion, which has allowed soldiers and officers to commit fraud to meet combat requirements. Epic Failure studies the failure of civilian institutions—Congress, Malacanang, defense department, budget department, Commission on Audit—to scrutinize the armed forces and address its needs. How the Big Fish Got Away looks into how retired military comptroller Carlos Garcia struck—and won—a plea bargain agreement with the Ombudsman and the Sandiganbayan. And the final chapter, Making Money, Making Peace, details how the military turned the UN reimbursement fund into its own slush fund and entered into lopsided contracts with favored suppliers.

“Given the intractable problems facing the armed forces, we know we’ve covered only a portion,” Gloria said in the book’s foreword. “But by telling it like it is, we hope to help an institution confront the enemy within and– with the help of a mature civilian leadership — defeat
